The Storm Water Utility was created to fund the requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit issued by the Iowa Department of Natural Resources (IDNR) on October 25, 2004.
This permit is an unfunded mandate passed from the United States Environmental Protection Agency (EPA) to the IDNR to municipalities that have met requirements to be considered an MS4. The proposal to establish the Storm Water Utility was presented to the Waukee Utility Committee on March 21, 2006 and April 18, 2006. The Utility Committee moved to approve taking the utility to the City Council for review. The City Council approved implementation of the Storm Water Utility on June 5, 2006. (Chapter 100) The utility was implemented in late June 2006 with a fact brochure being sent to all utility customers with the first billing. Storm Water rates are $6.25 per equivalent residential unit (ERU) and is billed each month through Utility Billing.
